Mark Cooper is responsible for safe and efficient operations of Canada’s air navigation services. He guides the organization towards its strategic vision, building a strong and dynamic leadership team, and establishing the future of aviation in Canada. With a deep commitment to the Shared Purpose of Keeping Canada’s Skies Safe, Mr. Cooper embodies the values of NAV CANADA in his leadership.

With over 25 years of experience in the aviation industry, Mr. Cooper brings a wealth of knowledge and a proven track record of excellence. Since joining NAV CANADA in 2019, he has been instrumental in shaping the organization’s future as Vice President and Chief Technology and Information Officer. During his tenure, he led the organization’s technology evolution, ensuring alignment with core business priorities while laying the groundwork for modernization in aviation technology and operations.

Prior to this, he was a lead Partner for Aviation Technology at Deloitte, where he spearheaded innovative solutions for the aviation sector. His career also includes an 18-year tenure at Lockheed Martin, where he served as Managing Director for the Global Aviation organization. In this role, Mr. Cooper was instrumental in delivering advanced services and solutions to over 100 clients worldwide, spanning air traffic management, airport operations, and airline systems. Mr. Cooper is responsible for providing leadership to a diverse group of employees who provide mission-critical services, and developing and maintaining technologies that support the safe and efficient movement of air traffic.

Prior to joining NAV CANADA, Mr. Cooper was lead Partner for Aviation Technology with Deloitte, after an 18-year career with Lockheed Martin. At Lockheed Martin, Mr. Cooper was the Managing Director for the Global Aviation organization responsible for services and solutions deployed to over 100 clients worldwide across the Air Traffic Management, Airport, and Airline domains.

Mr. Cooper holds an Honours degree in Physics and Computing from Coventry University and served on the Executive Committee of CANSO from 2017 to 2019.
